Risk Management
- DriverCare™ is a fully automated fleet safety and risk management program that provides the technology to eliminate manual safety administration and early notification of events. The program continually monitors driver events through our accident management service and reports them through DriverCare™.
- DriverCare™ offers an Administrative site where all activity can be viewed and problem drivers identified, as well as a Driver’s site where the drivers can view their own data, the company safety policy and take remedial training.
- DriverCare™ performs the following:
- It receives near real-time MVR and Accident data transfers [referred to as “Events”] from CEI’s MVR and Claims database applications. It does not import data from third party databases.
- It grades drivers based upon a blend of MVR and Accident Events, which are weighted by CEI’s proprietary grading matrix.
- Professional Leasing may choose to customize DriverCare’s tables to match its own driver safety policy for grading purposes.
- Through the use of an email alert system, drivers and/or appropriate managers are automatically notified of changes in driver risk levels, critical events, and remedial training requirements. Managers must be a part of a structured hierarchy in the fleet asset and HR data file feeds to receive such notifications.
- DriverCare™ Administrators’ Site includes:
- Warehousing key predictors of driver risk events including MVR’s, Accident Reports, Safety Policy infractions, Driver Monitoring Reports and look-up of training completed by drivers.
- Identifies current preventable accidents and costs.
- Risk scores of all driver events.
- Computes changes in risk level.
- Identifies root causes of driver issues.
- Ad-hoc training scheduler.
- Reference library of driver safety articles.
- Risk report suite.
- Ability to create personal message for the Quarterly driver safety newsletter.
- DriverCare™ Drivers’ Site includes:
- Driver’s personal risk events, risk level, historical perspective of risk level changes, and completed safety training.
- Automatically delivers alerts to drivers with changes in risk level and/or preventable accidents and delivers remedial e-learning training based on specific issues of driving.
- Tracks driver’s completion of training and automatically delivers reminders to drivers until assigned lessons are completed. Includes escalation to management for delinquent drivers.

- Motor Vehicle Record Checks (MVR’s)
- CEI’s MVR program is managed by our proprietary web-based application, mvrCompleteÔ.
- The mvrCompleteÔ application provides two key service components:
- Driver Authorization Management (DRAM)
- MVR Processing
- CEI’s web application is available 24/7 and uses SSL encryption for data security purposes. A secure site certificate is held with Verisign, which provides the customer the ability to self manage mvrCompleteÔ security with an administration password and self-identification of required hierarchies, i.e. divisions, offices, etc.
- Driver Authorization Management
- CEI provides a web-based driver records authorization system that ensures complete compliance with the Fair Credit Reporting Act (FCRA) and results in a virtual paperless system.
- The application:
- The Driver Authorization Management application provides complete management of the employee authorization process as well as automatically generating the correct state and federally required forms.
- Stores all authorization forms for future retrieval.
- Provides integration of driver management with Professional Leasing managed driver files.
- Provides a statement on Privacy and Security, which helps drivers feel confident the information they enter will be secure.
- Provides a statement of Rights identified under the FCRA.
- The Driver Authorization Management process:
- CEI’s current application takes the user through a simple process after he/she logs into the system:
- Screens are presented which allow the entry of information for the driver.
- The application allows the user to print Driver Record Authorization forms.
- The driver’s are then asked to sign and fax or mail the forms to CEI for processing.
- CEI has the capability of placing company logo information on the site as well as customizing the form presented to the drivers for compliance with the Fair Credit Reporting Act and other State regulations.
- The current application contains an email address, which can be used if there are questions concerning the application. The CEI Help Desk monitors this email address correspondence.
- CEI’s application does not support electronic signature. Currently there are a number of state agencies that will not recognize the use of electronic signatures for the procurement of MVR’s.
- CEI has the ability within its Driver Authorization Management application to send emails to Professional Leasing drivers indicating that their Authorization form has been processed. This email facility is available for Professional Leasing use as well.
- CEI has the ability to scan and index each Authorization form that is received. All forms are available for review by Professional Leasing through a secure website.
- CEI has the ability to produce status reports, which show the status of drivers. These reports include:
- Driver Enrollment Status Summary
- Drivers Who Enrolled, But Signed Form Not Received
- Drivers Who Have Not Enrolled
- Drivers Waiting For an MVR To Be Run
- Drivers Enrollment And Form Follow-up With Dates Of 1st, 2nd, 3rd Attempts
MVR Processing
- Once the driver authorization form has been received, the MVR report will automatically be requested, unless otherwise instructed by Professional Leasing during the setup process.
- CEI’s web-based application also allows authorized users to request MVR’s online such as employee applicants.
- Authorized users can retrieve MVR results as well as view the status of the MVR request.
- Authorized users can view the MVR report online as well as print the report (where allowed by law). All records will be in a uniform format.
- CEI’s application also manages reports from States where online transmission and viewing is prohibited and must be processed via fax.
- CEI’s web application is ID and password secure. Permission rights can be set up to limit individuals’ access to certain organizations.
- Grading Option: CEI’s system will automatically grade all records based on CEI industry standard point system or Professional Leasing Service’s customized scoring requirements.
- CEI can accept batches of MVR requests as well. These batches are handled by CEI’s IT department which has editing processes that screen the data before submitting the batches for processing. Batch data must follow a standard format.
- CEI recommends that during any submission of MVR batches that PGP encryption be used for security and confidentiality purposes.
- Comprehensive management of the MVR ordering, billing, and records vendor invoice validation process. This will allow CEI to ensure all requested MVR’s have been successfully process, billed, and the invoice received from the records vendor has been validated for accuracy.
- CEI’s Help Desk is available to handle inquiries on MVR activity. This Help Desk is available from 9AM to 6PM EST. In addition, an email address is provided to all application users. This address is monitored by CEI’s IT support group.
Web-Based Training for Passenger Vehicle and Mixed Fleets
- A powerful safety solution for fleets and independent drivers who want convenient, highly effective training in skills and techniques that avoid collisions, save lives and reduce the costs of accidents. We primarily aimed at drivers of passenger vehicles and light trucks, soon to provide access to training for heavy-duty trucks.
- Training Content
- Courseware developed in conjunction with:
- Driving Dynamics, a world leader in behind-the-wheel training and creator of the One Second Advantage defensive driving curriculum; and
- Pitt Ohio Express, a leading regional less- than-truckload carrier nationally recognized for its safety expertise; two winner of the American Trucking Associations’ President’s Award.
- Three ways to train:
- Lessons – 15 to 20 minutes long, featuring interactivity, review sessions and a final exam, focused on the major causes for highway accidents and vehicle losses.
- Mini-Lessons – 5 to 10 minutes long, also interactive but with no final exam, focused on quick automotive safety themes to supplement Lessons.
- Courses — A pre-selected series of Lessons available at a discount; one six-lesson course available now, soon to support customizable course offerings.
